The government of Uzbekistan announced a tender to select a private investor for the construction and management of a new airport in Bukhara. The project involves the development of a modern airport complex in the Kumsulton area, located southwest of the city.

The private partner will be responsible for the construction and operation of a passenger terminal and its associated infrastructure. The terminal is expected to cover 48,500 m², with a throughput capacity of 1,200 passengers per hour for international flights and 400 passengers per hour for domestic routes. The scope of infrastructure includes catering facilities, parking lots, cargo aprons, and a fuel farm with a capacity of 8,000 m³.

Airside infrastructure (runways and taxiways) at the new airport will remain under state management.

The existing Bukhara International Airport (BHK), located in the eastern part of the city, is Uzbekistan’s sixth-largest air hub by passenger volume. In 2025, it handled 574,000 passengers, a 4% increase year-on-year.

According to the parent holding company, Uzbekistan Airports, international traffic accounted for the majority of the passenger flow. Currently, Russia serves as the primary destination from Bukhara (including flights to Moscow, Saint Petersburg, Yekaterinburg, and Makhachkala), alongside services to Istanbul and domestic flights to the capital, Tashkent.

At this stage, as part of the project to build and operate the new Bukhara airport, the Government—together with Uzbekistan Airports, the Ministry of Transport, and the Ministry of Economy and Finance—has announced the initiation of the request for qualification (RfQ) process under the public-private partnership (PPP) framework.

The Uzbek authorities have already successfully implemented PPP models for the management of Samarkand and Urgench airports, while Navoi Airport has transitioned to project-based management.
