President of Uzbekistan Shavkat Mirziyoyev has signed a document granting Navoi Airport (NVI) enhanced operational and financial autonomy, marking a significant step in its potential development.

Currently ranked last among the top ten air hubs in Uzbekistan, the airport is widely seen as underperforming relative to its potential.

The decision, made during a presidential meeting with transport officials on February 2, will transition Navoi Airport to a project management framework.

It will be removed from the centralized operational control of the state-owned company Uzbekistan Airports and will gain the authority to independently negotiate and sign agreements with both domestic and foreign airlines for passenger and cargo services, as well as for transit and technical stops.

The development plan includes modernizing the airport’s infrastructure, upgrading its cargo and passenger terminals, renewing its ground service equipment, expanding aviation fuel storage, and establishing aircraft maintenance and painting services. Digital transformation of workflows is also a key component.

Under the proposed business plan, the airport aims to increase its commercial and non-aviation revenue by 50%. It intends to attract over 25 airlines for scheduled flights and boost annual cargo throughput to more than 20,000 tons.

Another key objective is to establish a “porto franco” free customs zone within the airport, specializing in technical and commercial services for aircraft.

To support this, special equipment and spare parts imported for aircraft maintenance will be exempt from customs duties until January 1, 2029.

Additionally, the hotel located on the airport’s premises will be transferred to the airport’s management.
